Personality:
Lana is pretty aloof most of the time, not caring about what's going on around her (the world could be literally falling to pieces, people running screaming past her on the street and she'll just walk calmly with her headphones on chewing bubblegum). She was raised by her mother Lori, who before Lana was born was imprisoned at Ryker's Island for armed robbery, and chosen by Roxxon Industries for a genetic experiment. That experiment gave Lori (and the unborn Lana) their powers. Lori wasn't the best role model for Lana, and so she grew up with a life of crime, always being taught to look out for number one. At the time, Lana thought nothing of her villain lifestyle, because she didn't know any different, but once she was 15 and her mother was sent to jail and she went to live with her grandmother and go to high school like a normal girl, she wanted to separate herself from her old lifestyle as much as possible.
More recently, after meeting Cloak, Dagger, Spider-Man, and Spider-Woman, and teaming up with them to take down Roxxon and deal with the insanity that occurred when Galactus showed up, Lana changed her goal from 'ignore my superpowers and be a normal girl' to 'use my powers to help people and be a superhero.' In Lana's words, "I just didn't know what it felt like [...] to do the right thing. I wasn't raised to-- I didn't know." Because of the haphazard way Lori raised her, Lana's sense of right and wrong was so skewed that she never knew how good it could feel to help people, and once she got a taste of it, she wanted more. Really, it's not straying too far from the sort of selfish behavior she showed in the past because while she's helping people and being altruistic, she's doing it because of the way it makes her feel.
Lana's main characteristic is her foul mouth. In the comic, which is marketed to children and can't contain swears, half her dialogue is replaced with @#$!%es or is just "What the swear word is it with you two?!" (actual quote) In fact, Lana's swearing is so bad that it's what clues Peter Parker into her true identity when she starts at his school. It's not known who she got her dirty mouth from, because her mother doesn't swear and there's no father in the picture. It's probably just a product of the rough lifestyle she had as a developing child.
When she was younger, Lana was impulsive, always charging headlong into a fight rather than backing away from one. After she stopped stealing and started going to high school, she began avoiding confrontations in an effort to distance herself from her old life. Now that she's picked up the mantle of Bombshell again, she'll run towards the explosions and fighting rather than away, but we see her making that difficult decision, showing how she's changed as a character in the few years between her old life and now.
We don't know what happens to Lana between when she started at Peter's school and when she shows up in Miles Morales' life, but at some point she started wearing a costume again. I speculate that this is at least in part because when Peter died, everyone found out he was Spider-Man, and Lana saw that the nerdy little guy she knew from school was the same guy who risked his life again and again fighting superpowered criminals. Now, I know Lana never received the "With Great Power Comes Great Responsibility" speech, but she is starting to figure it out on her own.
After taking down Roxxon, the group now calling themselves the New Ultimates' next focus was talking down the Serpent Skulls gang. In the process, Lana ended up mind-controlled, forced to witness the murder of her boyfriend Poey. The shock and grief of that event made Lana abandon the New Ultimates, to reevaluate her life. She ended up donning her Bombshell costume again when her teammates got kidnapped, and she blasted in to save the day. In the process, she realized that maybe Poey hadn't been the greatest boyfriend to her, and that instead she had just liked the feeling of being in love. Realizing this helped Lana move on from her grief. Then, when faced with Poey's murderers, Lana made the decision to spare their lives, stating that killing them was, "Not even worth it." This shows that while she hadn't forgiven them for killing Poey, she wasn't going to stoop to their level, but would take the high road instead.

We would like to have a little more detail about Lana's personality and motivations: Why did she want to put her past life behind her rather than continue to act out? Why did she decide to do good for a change, and what about it made her reevaluate her morals and her relationship with her mother? What are her current thoughts on her past life and her mother, other than "I don't like to talk about it"?
Lana chose to put her criminal life behind her because she was afraid. She doesn't get scared often, but having her mother-- her sole caretaker, her #1 role model-- taken away, shook her to her core. So, being the self-reliant, savvy girl that she is, Lana realized that her best course of action was to lay low, play it straight, forget about who she used to be.
But, playing it straight gets boring after a while, and Lana never was one to settle for a boring life. She tried ignoring her powers, but ignoring something doesn't make it go away. She probably started using her powers on her own as a way to combat the boredom-- blowing up empty soda cans in her grandma's backyard. But Lana's world is a mess. Mutants flooding cities, terrorists taking over Wyoming, martial law declared in New York City... You can't be a powered person in a world like that and not want to do something about it.
The fact of the matter is, there is no in-canon explanation given as to why Lana dons the Bombshell moniker again. I would have to rely solely on headcanon, and I am hesitant to just create an event that would cause such an important life change. Maybe it was Peter Parker's death. Maybe it was the appearance of a new Spider-Man. I'm not sure. But the fact of the matter is that she did it, and after teaming up with Spider-Man, Spider-Woman, Cloak, and Dagger to take down Roxxon, Lana was so thrilled with having done something positive, she wanted to keep doing it. Her exact words were, "This felt good. I haven't felt this good in a long time. [...] We should text each other. We should do this again. Let's make a list of people to beat up and go beat them up." That shows that yes, she still approaches things in the same way as the fifteen year old Bombshell did, but she's angling towards good rather than selfish ends. That is the important change.
As for her morals, Lana was never a bad person. She just lacked proper role models. She was raised singlehandedly by Lori, a thief. She never thought about good or bad, right or wrong, until she got older. When she finally got around to it, she decided she wanted to be good, to do good, because it made her feel good to help people.
Lana doesn't resent her mother for raising her the way she did. She still goes to visit her mom in prison when she can, keeping Lori involved in her life through pictures and stories. She knows her upbringing wasn't "normal," and while a part of her wishes she could have had "normal," mostly she just embraces her past as a vital part of what makes her who she is. It hardened her, gave her a thick skin which protects her from all the bullshit that gets thrown at her. She wouldn't trade her past for anything. (She'd get rid of her probation officer, though. He's an asshole.)
